Its something I've noticed for the last month or so, but wasn't quite able to put a finger on it.
Google has been making significant changes in the way they calculate or display PR, which is why it's taking much longer for new sites to show a rise in PR.
There has also been much discussion on the forums about some prominent internet marketers having their sites PR0'ed.
But here's one guy who always keeps on top of things and I always read his articles - they are usually short and to the point - just the way I like 'em.

Google New Dance Started
Google Next UpdateThe last PR update was on June 23rd and since then PR has not been updated on a monthly basis as it normally is. So if you launched a new site in the last couple of months, you probably won't see any green in the toolbar until the current dance is over (or maybe even later).
There are a number of theories floating around the forums regarding the latest update, but the one that makes the most sense to me is that
Google is updating the Pagerank (which is usually assigned as soon as a site is spidered and indexed) but not showing it on the toolbar.
Probably just Google's way of making life more difficult for people buying and selling Pagerank. ;-)
